　　Units that use reaction vessels should establish corresponding safety management systems, which primarily include:

　　1. Possess technical specifications and regulations for the safe operation of reaction vessels that can be effectively implemented.

　　2. Possesses established safety management regulations and rules for reaction vessels.

　　3. The operational mechanism for participating in the ordering of reaction vessels, equipment arrival at the factory, installation and acceptance, and commissioning tests.

　　4. Technical review system for the operation, maintenance, modification, and decommissioning of reaction vessels

　　5. Able to prepare an annual schedule for regular equipment inspections and have a dedicated department responsible for organizing and implementing these inspections.

　　6. Submit statistical reports to the local competent authorities and safety supervision agencies, detailing the number of reactors for the current year and any changes that have occurred.

　　7. Designate comprehensive procedures for emergency repairs, reporting, assisting in investigations, and follow-up handling of accidents.

　　8. Management of pre-job training for inspection, welding, and operational personnel.

　　9. Conduct regular training and education for operators.

　　10. Develop an accident rescue plan and, where conditions permit, conduct relevant organizational drills.
